Administrative Divisions of the Republic of China

Notes: The Republic of China (the government of mainland China 1911-1949) was a period where China did not fully recover from the destabilisation caused by the Hsin-hai (Xinhai) revolution. Under the Peiyang (Beiyang) government 1912-28 the previous imperial administrative divisions were reorganised into twenty-two Sheng (provinces), five T’i-fang (Difang), (areas), three Ch’u-fu (Qufu), (regions), two Fu (prefectures), six Tebi-e-ch’u (Tebiequ), (special administrative regions) and one Shangbu (commercial region). The majority of the provinces were de facto controlled by various warlord cliques. The regions,

prefectures and the commercial region were abolished before 1928.


In 1931 Japan invaded and occupied the four Northeast provinces which became the client-state of Manchukuo the following year. By 1941 Japan had created 20 provinces in Manchukuo. After the defeat of Japan in 1945 the former Manchukuo was divided into nine provinces. The re-incorporation of Taiwan into China brought the number of provinces to thirty-five. There were also twelve municipalities, two regions and one special region by 1949.


The Republic of China continued to claim the territory of Outer Mongolia which became an independent state in 1911 and over Tibet which maintained de facto independence from China until 1950. By 1955 the Republic of China had lost all mainland territory to the People’s Republic of China, controlling only Taiwan and a few costal islands off Fukien (Fujian) province. The government of the R.O.C (Taiwan) de facto abolished these provincial governments in 2018.


Translation Notes: Geographical names are given Chinese Postal Office Romanisation (abolished by P.R.C  in 1964). Names are given in Wade-Giles with Pinyin (without tonal diacritics) in parentheses. Wade-Giles and Chinese Postal Office was the standard Romanisation translations for Chinese in Western sources before 1980. The P.R.C officially adopted Hanyu Pinyin to replace Wade-Giles in 1958. Wade-Giles continued to be used by the R.O.C (Taiwan) until 2008.
